In the event that the leads of any of the components come in contact with the enclosure, it'll keep them from grounding out. It also keeps the battery from banging around as much and would help keep the terminals on the battery snap from grounding out should you use an adapter instead. That is why I would use it in those places and I am assuming that David does it for those reasons, but I could be wrong.
I've noticed that the earlier Roosters have one less resistor? And my ancient #30 has a normal capacitor instead of the electrolytic on the range control. It would be good to see a Red Rooster thread with all the different incarnations and differences in the circuit (nudge nudge)
